City Manager
Bryan Cobb
 
The City of Oviedo is managed under a Council/City Manager form of government. The City Manager is the Chief Administrative Officer of the City who leads the organization and provides executive leadership necessary to carry out the mission, goals, and policies established by the City Council. The City Manager is appointed by and serves at the pleasure of the City Council.  He oversees all City operations, which includes oversight of the City’s budget and over 300 employees.
 
The City Manager’s Office is a community resource for all individuals who reside and conduct business within Oviedo’s municipal boundaries. The City Manager’s duties and responsibilities consist of:
 
  • Implementing and administering the Policy Directives of the City Council within the parameters of the City Charter;
  • Running the day-to-day operations of the municipality; preparing and managing the City’s budget and ten (10) year Capital Improvements Program;
  • Administering all personnel matters, including but not limited to hiring and/or removal of all City personnel;
  • Assisting with developing and establishing communitywide goals and objectives through working with the City Council and other stakeholders in the community to ensure that the community’s best interest are always considered in the decision-making process;
  • Acting as a liaison to the County, other municipalities as well as other local, state, and federal agencies; and
  • Advocating for philanthropic and other services that provide an added benefit to the residents of Oviedo including, but is not limited to, attendance at public functions and activities. 
 
Bryan Cobb has served as Oviedo’s City Manager since October of 2013.   Mr. Cobb has served the City of Oviedo for twenty-one (21) years, joining the City as the Senior Planner in 1995.  In June 1998, he was appointed to Development Review Manager.  Later in October 1998, he was appointed to Planning Director directly overseeing the Planning, Zoning, and Development Review staffs. 
 
In 2004, Mr. Cobb became Development Services Director overseeing the Planning, Development Review, Building Services, and Code Enforcement staffs.  In 2011, he was appointed Assistant City Manager directly overseeing the Recreation and Parks, Development Services, and Public Works Departments. 
 
After serving as Interim City Manager for six (6) months, the City Council appointed Mr. Cobb to his current role of City Manager in October 2013.
 
Prior to Oviedo, Mr. Cobb served as Principle Planner for the City of Cape Coral, Florida, and Transportation Planning Coordinator for the City of Kingsport, Tennessee.
 
Mr. Cobb and his wife Beth have three (3) children.  He is a graduate of the University of Tennessee, Knoxville.  He is a member of Cross Life Church in Oviedo, Vice President of the Florida Kraze Krush Soccer Club, and a member of Leadership Seminole Class 14.
